Guidance Related to Federal Immigration Enforcement

Washington DC

Students, faculty and staff,

With leadership changes in the federal government resulting in immigration enforcement operations around the nation, we are writing to share guidance on the appropriate actions to take if U.S. Immigration and Customs Enforcement (ICE) conducts an enforcement action at the University of Michigan.

As a public university, UM’s campus is largely open to the public and, as such, law enforcement officers may enter public areas without a warrant. However, access is limited in areas restricted by university-issued ID card, locked doors or monitored entryways, including the university residence halls, as well areas with concerns for privacy, safety and operational needs such as administrative or faculty offices, classrooms and laboratories. ICE agents must have a judicial warrant or subpoena to enter most private or limited access areas on campus.

The appropriate response to federal immigration enforcement officials is:

  • Notify Authorities:
Immediately contact the Division of Public Safety and Security (Ann Arbor: 734-763-1131, Dearborn: 313-593-5333, Flint: 810-762-3333, Michigan Medicine: 734-936-7890). Provide a clear description of the agents’ presence and actions. Do not accept service of any subpoena/warrant before contacting the Office of the General Counsel: 734-764-0304.
  • Document the situation:
If it is safe to do so, document the date, time and details of the interaction. If possible, record video or audio of the exchange while maintaining discretion and ensuring your safety.
  • Do Not Interfere:
While you have the right to document and report the incident, for your own safety, do not physically obstruct or interfere with the actions of ICE agents.

For those who may have further questions, please see this guidance with additional details.

Sincerely,

Tim Lynch
Vice President and General Counsel
